The Datacom team is responsible for deployment of communication technologies such as IP/MPLS technology as well as more legacy PDH, SDH technologies.
In the context of these deployments, Datacom needs proper databases, tools and processes to properly manage the assets and their potential involvement in network projects and service deployment projects.
The Business Analyst is responsible for developing efficiency business processes. In addition, they will map business needs and translate them into specifications for databases and tools.
In doing so, they are the link between the Datacom users on the one hand and other stakeholders on the other (IT, project managers, asset managers, architects, etc.), challenging all parties involved.
The goal is to investigate and eventually introduce the necessary IT tools to optimally and pragmatically support the business processes.
The Business Analyst remit consists of following tasks:
Scoping:
Goal: investigating which tools could be used to streamline all processes, tools and databases within Datacom, in order to increase efficiency. For example, a tool that aggregates several existing sources of information to provide a clear, consolidated view of current and future Datacom assets, as well as a centralized impact analysis of customer and internal projects, and their associated follow-up.
Tasks:
Make an overview of the AS IS situation:
Identifying different stakeholders.
Mapping the inputs of the defined stakeholders, and defining the limitations of the AS IS situation. (e.g. detailing the day to day manual processing and scattered data availability)
Propose an ideal TO BE solution:
Identifying any potential data management optimization for current and future enhancements.
Considering short- and long-term requirements from the different stakeholders.
Checking which solutions are available (in ELIA or broader within the market).
Make a gap analysis between both situations:
Make a feasibility study based on constraints and define phases/releases accordingly.
Make an action plan or roadmap with priorities considering short term and longer requirements.
As Datacom Single Point of Contact towards IT and other stakeholders formulate Datacom’s requirements with regards to tools used within ELIA that could have a potential impact on Datacom processes.
Dependent on the outcome of the Scoping Phase, the service could potentially be extended towards further phases:
- Architecture, high-level and low-level design of the tools and databases.
- Implementation of the tools and databases.
- Apply the tools and databases on datacom's assets.
- Introduction of the tools and databases, and any new process within Datacom
Requirements:
must be able to speak, read and write fluently in Dutch or French and in English,
must have 5 years’ experience as Business Analysist and in development of business processes and data modelling,
must have 5 years’ experience in Telecom industry,
must have experience in collecting, gathering, clarifying requirements,
must have knowledge of and experience in ITIL, including change management, etc.
must have project management reporting skills (e.g. PMI, Prince2, Agile, SAFe6.0, etc.),
must have knowledge of and experience in OSS /BSS,
must have very strong written and oral communication skills,
must be able to assimilate new technical information quickly,
must have strong analytical skills,
needs to be able to work independently and methodically,
needs to be a team-player and willing to share knowledge,
preferably has an all-round theoretical, practical and operational knowledge of WAN and LAN networks and technologies: SDH, PDH, Routing, Switching, Fiber Cables, Cabling etc.
